Mr. Orville Hill

Chairman

Mr. Orville Hill is a chartered accountant and Fellow of the Institute of Chartered Accountants of Jamaica, a member since 1992, and holds an MBA from Manchester Business School. He has held several senior financial and executive roles, including Assistant General Manager – Finance at Workers Savings and Loan Bank, Finance Manager at Caribbean Cement Company Ltd, Interim Executive Director at the Jamaica Cultural Development Company, and currently serves as General Manager for Finance, Procurement and Standards at the Jamaica Social Investment Fund (JSIF). In business, Mr. Hill is a director and investor in Campbell’s Office Supplies Ltd and Computer Business Supplies Ltd, both successful enterprises in the wholesale and retail of office products. He has a long-standing record of community service, including leadership in school associations and his alma mater’s past students’ association. His contributions to the credit union movement include serving as Treasurer and President of Churches Co-operative Credit Union Ltd, playing a key role in its merger to form First Heritage Credit Union, where he became its first President. Appointed a Justice of the Peace in 2010, Mr. Hill has also served as a trustee for pension schemes and continues active public service. His current roles include leadership positions with the Jamaica National Heritage Trust, Jamaica Cultural Development Commission, Institute of Jamaica, and several boards such as Eltham High School, United Way of Jamaica, and the Jamaica Employers Federation, among others.

Mr. Oliver Fagan

Deputy Chairman

Oliver Fagan serves as Deputy Chairman of the Jamaica National Heritage Trust. He is also Chairman of the African Caribbean Institute of Jamaica/Jamaica Memory Bank, and of Liberty Hall - the Legacy of Marcus Garvey. He is a Consultant to the Ministry of Local Government and Community Development. His previous professional experiences in the private sector include; Reporter at the Jamaica Broadcasting Corporation, and management in the financial sector and in the Credit Union movement (Capital & Credit Financial Group and the former AAMM Co-operative Credit Union). In the private sector, he has also served as a Reporter and Producer at Radio Jamaica, and at senior positions in the Ministry of Transport and Works and the Ministry of Tourism. An Alumnus of the University of the West Indies, Wolmer’s Boys’ School and Excelsior High School, he holds degrees in Mass Communication and International Relations, and has a keen interest in current affairs, local and international Government and politics, and the performing arts. His hobbies include fishing, horseback riding and reading. He is married to Dawn.

Mr. Andre Baugh

Andre Baugh is a Jamaican born Architect and has been practising professionally since 2003 with a specialisation in Museum Design and Sustainable Architecture. With Hillel Academy and Campion College as his alma mater, Baugh graduated from the Caribbean School of Architecture (Utech Jamaica) with a Bachelor of Arts in Architectural Studies with honours. Subsequently Baugh completed his studies at the Bartlett School of Architecture (University College London) with a Masters of Architecture with honours and is the first and only recipient of the Sir Peter Cook M. Arch Prize. Baugh also holds a Professional Diploma of Advanced Environmental and Energy Studies awarded by the Centre for Technology (Wales). During his twelve years of practise at prestigious architectural firm Stanton Williams in London, Baugh worked on many international projects including the Sterling Prize Winning Sainsbury Laboratory and led the design and execution of the Giacometti Exhibition at the National Portrait Gallery in London. Baugh continues to practice at his London and Kingston based studio YAHSO and is currently the Acting Head of School at the Caribbean School of Architecture at Utech. Baugh believes that the incorporation of lateral thinking, reverence for our only planet, the ambition to build ownership and authenticity for our community will bring forth a sustainable future we can all be proud of.

Mr. Leonard Francis, JP

Leonard A. Francis has served as Chief Executive Officer of the National Environment and Planning Agency (NEPA) since April 2024. A trained environmental and planning professional, he brings over 34 years of public service, for which he was awarded the Government of Jamaica’s Badge of Honour for Long and Faithful Service. He is widely respected as a collaborative stakeholder, particularly for his commitment to addressing community concerns and supporting development approval processes. Mr. Francis is recognized for his people-centered approach and advocacy for youth. His research as an environmental planner spans issues such as urban densification in the Kingston Metropolitan Area, development standards, green spaces, sustainable development, climate change, noise, parking, and planning policies. He is also an adjunct lecturer in the Urban and Regional Planning Programme at the University of Technology and has contributed extensively to academic and professional development through teaching, advisory roles, and conference presentations. His academic achievements include at least five degrees, including master’s degrees in planning (Toronto Metropolitan University, formerly Ryerson) and business administration (UWI Mona), as well as degrees in environment and planning, economics and management, and law. Mr. Francis has served on numerous boards and committees, including the Jamaica National Heritage Trust and the Urban Development Corporation. Beyond his professional duties, he remains active in community and church work. He is married to Judith Pryce-Francis and is a father.

Ms. Dianne Golding Frankson

Dianne T. Golding Frankson, Trustee of the Jamaica National Heritage Trust, is a Jamaican genealogist, historical researcher, and avocational archaeologist with more than four decades of experience in genealogical and historical research. She is the founder of Genealogy and Historical Research + Jamaica and has become internationally recognized for her expertise in Jamaican genealogy, historical documentation, and pre-Columbian research. Since beginning her professional genealogical practice in 2006, she has conducted research for numerous international television productions and prominent figures, including the BBC series Who Do You Think You Are? PBS’s Faces of America, and ITV’s DNA Journey. Her work has contributed to genealogical studies involving public figures such as Bob Marley, Usain Bolt, and United States Vice President Kamala Harris. She is also widely respected for her specialization in Jamaican Jewish genealogy and Jamaican sociological and historical research. Ms. Golding Frankson is equally distinguished for her contributions to Jamaican archaeology and heritage preservation. Her archaeological fieldwork and consultancy have included pre-Columbian impact assessments, artifact analysis, and site investigations across Jamaica, including the identification of Ross Craig, Jamaica’s first confirmed pre-ceramic site. She has presented academic papers at Archaeological Society of Jamaica symposiums and has published research in the renown scholarly journal, the Caribbean Quarterly. She currently serves as President of the Archaeological Society of Jamaica and has been a member of its Board since 2008. Through her combined work in genealogy, archaeology, and cultural heritage, she continues to make significant contributions to the preservation and interpretation of Jamaica’s diverse historical legacy.

Ms. Vanna Lawrence

Vanna Lawrence is a Programme Management professional operating within the international development community with over a decade’s experience of managing contractual relationships between donor agencies, national authorities and civil society. Previously Vanna held progressive management responsibilities over a sixteen-year service with the Government of Jamaica in the areas of project management, human resource management, offender management, risk management and criminal justice social work. Vanna has served as a member of the Board of Trustees at the JNHT since 2021 and is similarly serving on one other national Board. She is Chair of the Human Resources subcommittee of the Board and has an interest in performance management that identifies HR as a strategic tool for the organization to achieve its mandate. Vanna also serves her community as a Justice of the Peace. Vanna is currently pursuing a Doctorate in Business Administration with a focus on corporate governance with Edinburgh Napier University. She holds post-graduate certification in Social Policy Economics from Oxford University, a Master of Sciences Degree in Human Resource Management from Nova Southeastern University and a Bachelor of Sciences in Social Work from the University of the West Indies.

Mrs. Andrea Livingston-Prince, JP, MBA, PMP, CMC

Andrea Livingston-Prince is a Trustee and Chair of the Enterprise Development Committee of the Jamaica National Heritage Trust Board of Trustees. She is Chief Project Manager at Business Works Limited and brings over thirty years of experience designing and governing development programmes across Jamaica and the Caribbean. She is a Project Management Professional, ITC-ILO certified Monitoring and Evaluation specialist, GrowthWheel International Business Advisor, and INBIA-certified Entrepreneurship Centre Manager, with an MBA in Finance and International Strategy. She is a government-appointed Member of Jamaica’s National ISO Accreditation Panel and serves on the Technical Committee for ISO 56000 on Innovation Management. Her specialisms span audit and compliance, sustainability and business model design, portfolio and grant management, and impact assessment. Notable engagements include leading large-scale national programmes in competitiveness and private sector development funded by multilateral partners; serving as Team Lead on financing, sustainability, feasibility, and governance frameworks for regional development institutions; and leading enterprise training programmes across the Eastern Caribbean. Ms. Livingston-Prince is also Director of SEED Rural Incubator, providing market access, business development, and organisational strengthening services to rural cooperatives, community groups, farmers, and artisans across Jamaica’s parishes. Her work at SEED informs her chairmanship of the Enterprise Development Committee, where she leads the Board’s work on sustainable financing, partnerships, and community enterprise around Jamaica’s heritage sites and cultural landscapes. The fiduciary discipline she brings to her trusteeship draws on seven years of early-career audit service and later Corporate Governance and Leadership training from the Jamaica Stock Exchange.

Mrs. Carolyn McDonald-Riley

Mr. Charles Ramdatt

Mr. Charles Ramdatt is an engineer and urban planner who has practiced, professionally, for over four decades. He has very broad experience in civil, environmental, and transportation engineering, as well as in transportation and land use planning. His career has included the management of major projects; community development; major public infrastructure development and operations, including stadiums, highways, public transit, and stormwater management; major special events up to patronage of a quarter of a million patrons; major emergency management portfolios; and Smart Cities innovations and implementations. For the past twenty-five years, he has been a senior manager and administrator for major public works portfolios valued at billions of US dollars. His educational achievements include Bachelors and Masters degrees in Engineering, a Masters Degree in Smart and Future Ready Cities, and doctoral studies in engineering, just short of a dissertation. Among his professional certifications, licensures and recognitions are: Professional Engineer, Professional Traffic Operations Engineer, Member of the American Institute of Certified Planners, and Fellow of the Institute of Transportation Engineers. Mr. Ramdatt has served on Boards and as a leader of advisory committees for organizations such as Metroplan Orlando, the Central Florida Expressway Authority, and the Jamaica National Heritage Trust. He currently serves as vice president of the Trelawny Chamber of Commerce and Industry, as well as the Trelawny Parish Development Committee. He is a decades-long Methodist and is extremely committed to the preservation of the heritage of, and to the development of, his home parish of Trelawny and his native Jamaica.
